About this ebook

Incremental budgeting — this year's budget as last year's numbers plus a percentage — is not a planning method. It is an assumption that the business has not changed. For most small and mid-sized operations, that assumption fails before the first quarter closes. Board-Ready Budget is the quarterly companion to Budget Forecasting Methods (Operator Playbooks 10), built around three instruments that rebuild budget logic from current reality rather than from last year's figure: a zero-based rebuild, a three-scenario stress test, and a pre-board CAPEX justification.

What this companion does NOT substitute for: the weekly budget-vs-actual reconciliation, rolling forecast update, and YTD reconciliation in The Number Nobody Believed (op-10 weekly rhythm). Those tools keep the budget calibrated week to week. This one recalibrates the structural assumptions, once per quarter.

A six-question diagnostic intake routes the reader to the right tool based on which structural calibration is most overdue.

Zero-Based Budget Rebuild rebuilds the budget from current operational reality rather than incremental adjustment to last year's number. The rebuild does not require rebuilding everything: it identifies which cost and revenue lines have changed structure since the original budget was set, and rebuilds only those. Two worked examples: a distribution business running a quarterly rebuild after a channel configuration change, and a Bandung multi-channel garment exporter rebuilding the budget structure across B2B manufacturing and direct-channel sales where the two channels have different cost drivers and the single-line budget had been averaging them.

Three-Scenario Stress Test models pessimistic, base-case, and optimistic scenarios against the current budget before any major decision is committed. The test is not about predicting the future; it is about knowing the downside before agreeing to a fixed cost. Two worked examples: a manufacturing operator stress-testing a major lease commitment across three revenue scenarios, and a Surabaya B2B fabrication services business stress-testing a project pipeline commitment where the pessimistic scenario has a different cash flow profile than the base case.

Pre-Board CAPEX Justification builds the documentation trail for a CAPEX decision that boards, banks, or auditors will scrutinize. The output is a structured justification that survives a line-by-line review, not a slide deck built around the answer the operator already decided. Two worked examples: a manufacturing CAPEX presentation for a production line addition, and a handmade leather goods business defending CAPEX across multiple sales channels with different unit economics where the blended return calculation conceals channel-level divergence.

Each tool carries a self-scoring rubric, a quick decision tree, and tier adaptations. A quarterly plan sequences the three tools across one full quarter.

This companion was written from the seat of an Indonesian operator. The examples carry local texture; the budget logic is universal.
