Publius is the pseudonym under which the present work is signed. The name was first used in 1787 by Alexander Hamilton, James Madison, and John Jay to argue for the ratification of the United States Constitution. It is borrowed here for a sustained civic argument about the regulation of artificial intelligence - ninety-nine essays paired with ninety-nine model bills, addressed to the People of the United States.
