Blaine Kaltman

Blaine Kaltman, who is fluent in Mandarin Chinese and spent five years in China, holds an MS in criminal justice from the University of Tennessee and a PhD in sociology from the University of Queensland. He is the author of Perfecting the U.S. Constitution: 27 and Counting, The Amendments that Shaped America’s Future.
