Earthquakes and Other Earth Movements

I saw plasma bolts from the city of Tualatin Oregon looking toward the SW Portland Heights one twilight during a two week high barometer just prior to the San Francisco Bay area quake. Recently we had on 10-12-2010 a record high barometer of 30.45 since I have been watching the barometer since 1972. Major west coast quakes may sometimes follow high barometer readings or they may not as noted in this book. I wonder if the low pressure and the high pressure play similar roles in placing small neutreno particles to accelerate their speed (low pressure) or to deviate their direction (high pressure). Another testimony to a created planet whose creator set a normal range with the extremes both causing problems.
