During the JEE mission, which took place in Rarotonga from 12 to 16 May 2025, Cook Islands’ capacities in 19 technical areas were evaluated through a peer-to-peer consultative process. This process brought together a multisectoral group of national subject matter experts and the multinational, multidisciplinary JEE team of experts for a week of discussions, interactions and site visits. After a week of collaborative exercises, this process led to a consensus on scores, as well as to JEE recommendations for priority actions across the 19 technical areas.
The evaluation also generated seven overarching recommendations, which, if implemented, will consolidate the progress made by Cook Islands and remove bottlenecks that might impede the implementation of
the agreed-upon priority actions. These recommendations, outlined below, address the cross-cutting challenges affecting Cook Islands’ capacities across many of the technical areas that were explored in greater depth during the JEE process.
