Current demographic changes are a major factor in the increasing societal interest in the contributions older generations can make to the development and cohesion of society. This study argues that the traditional view of ageing is gradually being replaced by a new perspective, one with increased focus on older people's capabilities, resources and potentials. It suggests that population ageing does not imply inevitable declines in a society's competitiveness or reduced intergenerational solidarity. Amongst other policy recommendations, the study proposes flexibility in age limits, to prevent exclusion of older people from areas of societal responsibility. The study encourages a stronger focus on the productive participation of older people in political and public discourse, and support for civil engagement of older people through mechanisms such as incentive systems.
